Raising prices (taxes) to fund all forms of transportation infrastructure and high speed rail corridors would encourage smaller cars as would increasing the producers fleet mileage. By the way coal to liquid fuel means diesel which gets better mileage. South Africa and Brazil are the current world leaders in the technology.

Again, it seems to me that America would do well to simply pay attention to what others do and are capable of, not just look inward. Our Founding Fathers were champions of the former.
